Generally speaking, that's a warning against opening the file. See: //technet.microsoft.com/en-us/...or=-2147217396 . However, it may also be that your Windows 10 upgrade has damaged the Office installation.
You could try repairing the Office installation [via Excel Options|Resources|Diagnose].

I have a number of other Excel Files that do not cause this action. It seems to be limited to this one file, which I created from scratch a few years ago.

As I said, you could try repairing the Office installation. It won't do any harm. If that doesn't resolve things, it's likely your problem file has content that Office legitimately warns you about [e.g. macros]. Saving the file in the xlsx/xlsm format [as applicable] might resolve matters, as might changing one of Excel's Trust-Centre settings.

No macros just plain text. I tried saving it to a new file, didn't do anything to clear the warning box.
Also checked Trust Center Settings [all one of them !!], toggled it on and off, no change.
Maybe this is MS's way of telling me to spring big bucks for an office upgrade !!

I very much doubt this has anything to do with the Office version. You still haven't indicated whether you've done a repair or saved the file in the in the xlsx/xlsm format - merely saving it as an xls file with a new name wouldn't change anything. And, of course, if you do save it in the xlsx/xlsm format, it's the new version of the file you'd have to test for error messages.

I saved the file in an xlsx format and I no longer get that warning. Now, explain to me why that happens and only with this one file ??

The warning applies to files in the older xlsx format. Evidently Excel 2007 regarded something in that file as suspicious. You may even find that the warning doesn't recur if you save the xlsx file back to that format [in which case, there may have been some corruption in the file].
