Launched in 2002, the OSMRE/VISTA program is a partnership among the Office of Surface Mining, Reclamation & Enforcement (OSMRE), AmeriCorps VISTA (Volunteers in Service to America), and local non-profits in Appalachia and the Inter-mountain West. These VISTA projects promote economic redevelopment, community engagement and environmental stewardship. Through this partnership, it is the mission of Stewards AmeriCorps VISTAs to assist rural communities impoverished by environmental degradation and its consequences in making their home-place-watersheds healthier places to live and work.

AmeriCorps members work with Office of Surface Mining, Reclamation, and Enforcement (OSMRE) on assessing the conditions of abandoned mine lands via sampling and mapping, as well as education and other watershed projects. OSMRE AmeriCorps is a year-long opportunity to engage young professionals in natural resource management while providing invaluable hands-on experience in OSMRE regulatory offices.

The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation’s need for continued domestic coal production with protection of the environment. Our mission is to carry out the requirements of the Surface Mining Control and Reclamation Act (SMCRA) in cooperation with States and Tribes. Our primary objectives are to ensure that coal mines are operated in a manner that protects citizens and the environment during mining and assures that the land is restored to beneficial use following mining, and to mitigate the effects of past mining by aggressively pursuing reclamation of abandoned coal mines. The funding will be used to address dangerous and polluting abandoned mines and to create good-paying jobs and catalyze economic opportunity in Ohio. While in Ohio, the Secretary hosted a roundtable with state, local and labor leaders and other stakeholders to discuss the Department’s implementation of historic funding provided through the Bipartisan Infrastructure Law for abandoned mine land remediation.   • Principal Deputy Director Sharon Buccino recently visited each region of OSMRE to meet our many staff who spend each day working to balance the need for coal and for protecting people and land. Her visit to Pennsylvania, pictured, included a stop along the banks of the Youghiogheny River and the popular Great Allegheny Passage Rail Trail, adjacent to the large Banning Coal Refuse Pile. The treatment plant and coal refuse pile are in the design phase for replacement and reclamation! Thank you to PDD Sharon Buccino for prioritizing these visits and to Pennsylvania Department of Environmental Protection for their collaboration! Congratulations to OSMRE's Mandie Port for being recognized as Employee of the Quarter! Mandie has been named Employee of the Quarter for overcoming difficult circumstances caused by unexpected staff shortages and increased responsibility. While visiting the Western Region office last week, Principal Deputy Director Sharon Buccino proudly kicked things off by joining Deputy Director Glenda Owens to present this prestigious award to Mandie Port, a senior accountant based in Lakewood, Colorado. Nominations for the award are reviewed by a panel of OSMRE senior executives who consider nominees' direct contribution and impact to the bureau mission. Recipients of the Employee of the Quarter Award are automatically considered for the Employee of the Year Award! During the third quarter of calendar year 2023, Mandie accepted a significant increase in workload to support the grants community, the Division of Financial Management, and the Program Support and Accounting Branch. These additional responsibilities included routing or resolving help-desk tickets to address issues with internal systems such as Grant Solutions and external Treasury systems such as the Automated Standard Application for Payments. Mandie also revised several procedures and reports that directly improved the effectiveness and efficiency for daily investments of the Abandon Mines Land Fund, for processing access to the recipient payments system, and many reconciliation reports. Her problem-solving skills identified and resolved several accounting and grants systems problems that benefitted regional offices and headquarters! Mandie’s initiative, leadership, and work ethic are a great credit upon herself and OSMRE. Another well-deserved round of Congratulations to Mandie on being named Employee of the Quarter!
