DN luôn muốn bán được hàng và không muốn hàng trong tình trạng out-of-stock vì thế đã giữ lượng hàng tồn kho cao hơn forecast, lượng hàng này gọi là safety stock. Trong trường hợp nhu cầu của khách hàng tăng cao, thì DN cũng có thể đáp ứng được với sự biến động đó. Sự biến động này càng tăng cao từ Customer trở ngược lại Supplier. Khi các chủ thể trong chuỗi cung ứng không có được thông tin về nhu cầu thực tế, thì sẽ phải dự đoán nhu cầu để đưa ra kế hoạch sản xuất/ mua hàng (Retailer dự đoán nhu cầu customer, distributor dự đoán nhu cầu retailer, factory dự đoán nhu cầu của distributor, supplier dự đoán nhu cầu của factory). Ở mỗi giai đoạn, một lượng safety stock lại được thêm vào khiến cho sự sai lệch càng về sau càng cao.
